South Africa adopted the DVB-T (or Digital Video Broadcasting - Terrestrial) standard as national standard for digital terrestrial television broadcasting back in 2005.
This decision was taken after arguably the broadest consultative process ever undertaken on broadcast related matters in South Africa. Cabinet decisions and the Broadcasting Digital Migration Policy clearly reference this systemand standard as the national standard.
Intense lobbying by Japanese and Brazilian proponents of the minority standard for digital terrestrial television known as ISDB-T has however effectively stalled the production of receivers and the rollout
of networks across Southern Africa. Technology advancements have however continued unabated and the second generation DVB-T2 system has since superseded the local standards decision and the features lobbied by ISDB-T proponents.
The DVB-T2 standard that builds on DVB-T in September 2010 received the highly acclaimed International Broadcasting Convention’s Innovation Award for Content Delivery Technology. Numerous innovations including new forward error correction techniques and higher order modulation schemes are combined in DVB-T2 and result in a second generation technology standard that outperforms both ISDB-T and DVB-T by leaps and bounds.
Like India and Kenya that have adopted DVB-T2, South Africa and SADC member states have the unique opportunity to leapfrog a generation of technology. Selecting the proven and most advanced
technology, namely DVB-T2, will deliver increased spectrum efficiency and superior service delivery to the benefit the citizens of SADC for at least next the 20 years.
