After the oral hearings SOS was given the opportunity to submit further written proposals to ICASA. SOS clarified a number of the positions it put forward at the hearings.

The SOS Coalition made an oral submission to ICASA on the 6th of May 2010. The submission looked at a number of issues including international limitations to ownership and control, national limitations to ownership and control, and cross ownership and control regulations.

Canadian broadcasting expert Toby Mendel assisted the SOS Coalition with some research on ownership and control issues from an international perspective.

In response to ICASA’s Discussion Paper on ownership and control issues, SOS submitted its views. SOS stated that it was important that ICASA took as its starting point the proposals put forward in its 2004 Position Paper. It is important not to reinvent the wheel!

The understanding was that the proposals put forward in the ICASA Position Paper, 2004 were to be submitted to Parliament by the Minister of Communications. Unfortunately however the latter were not submitted.The old ownership and control regulations thus remained in force. In 2009 ICASA then drafted a new Discussion Paper on Ownership and Control.
